The Politicization of Safety provides a critical historical perspective on domestic violence responses in the United States. In Japan's Nuclear Disaster and the Politics of Safety Governance, Florentine Koppenborg argues that the regulatory reforms taken up in the wake of the Fukushima disaster on March 11, 2011, directly and indirectly raised the costs of nuclear power in Japan. The Nuclear Regulation Authority resisted capture by the nuclear industry and fundamentally altered the environment for nuclear policy implementation. Independent safety regulation changed state-business relations in the nuclear power domain from regulatory capture to top-down safety regulation, which raised technical safety costs for electric utilities. Furthermore, the safety agency's extended emergency preparedness regulations expanded the allegorical backyard of NIMBY demonstrations. Antinuclear protests, mainly lawsuits challenging restarts, incurred additional social acceptance costs. Increasing costs undermined pronuclear actors' ability to implement nuclear power policy and caused a rift inside the "nuclear village." Small nuclear safety administration reforms were, in fact, game changers for nuclear power politics in Japan. Koppenborg's findings contribute to the vibrant conversations about the rise of independent regulatory agencies, crisis as a mechanism for change, and the role of nuclear power amid global interest in decarbonizing our energy supply.

Countries worldwide are attempting difficult transitions from state-planned to market economies. Most of these countries have fragile democratic regimes that are threatened by the high social and political costs of reform. Governments—and ultimately societies—have to make hard choices about allocating scarce public resources as they undergo these transitions. A central, often controversial, and most poignant question is how to protect vulnerable groups and the poor. What compensation, what "safety net" will be provided for them? Carol Graham argues that safety nets can provide an environment in which economic reform is more politically sustainable and poverty can be permanently reduced. However, these two objectives frequently involve trade-offs, as vocal and organized opponents of reform (for obvious political reasons) often concern governments far more than the poor. These organized and less vulnerable groups tend to place heavy demands on the scarce resources available to governments at times of economic crisis. Governments that fail to address the social costs of reform, meanwhile, often face popular opposition that jeopardizes or even derails the entire market transition--the results of the September 1993 elections in Poland are a case in point. The author examines these trade-offs in detail, with a particular focus on how political and institutional contexts affect the kinds of safety nets that are implemented. For example, reaching the poor and vulnerable with safety nets tends to be more difficult in closed-party systems, such as in Senegal, where entrenched interest groups have a monopoly on state benefits. In contrast, dramatic political change or rapid implementation of economic reform undermines the influence of such groups and therefore can provide unique political opportunities to redirect resources to the poor, as in the case of Bolivia and Zambia. Food has, for most of our species history, been intensely political: who gets to eat what, how often, and through what means? The scale of polity in question has shifted over time, from very local institutions dividing up grain piles to an international community imagined in the Millennium Development Goals of the United Nations. Simultaneously, the numbers and interests of people asserting political stakes in food and agriculture have likewise shifted up and out. Global networks advocate social justice in distal agrarian systems, promotion of some farming techniques and prohibition of others, food sovereignty or efficiencies of markets and trade. Political consumerism allows the well-endowed to "vote with their dollars" for changes in food systems far from home, but depends on certification and labeling from unseen institutions. As an object of governmentality, food has never been so prominent. The thirty-five handbook chapters confront four major themes in the politics of food: property, technology, justice and knowledge. Ronald Herring's editorial introduction asks how food is political, highlighting contention around the role of market, state and information in societal decisions. Politics cannot function without responsibility, but there have been serious disagreements about how responsibility is to be understood and huge controversies about how it is to be distributed, rewarded, legislated, and enforced. The liberal notions of personal responsibility that have dominated political thinking in the West for more than a century are rooted in the familiar territory of individual will and causal blame, but these theories have been assailed as no longer adequate to explain or address the political demands of a global social structure. Informed by Marx, Foucault, and Butler, Chad Lavin argues for a "postliberal" theory of responsibility, formulating responsibility as a process that is anchored in a persistent ability to respond, not reproach. Lavin works this formulation through discussions of contemporary political issues such as globalization, police brutality, and abortion. Rather than assigning individual blame, postliberal responsibility challenges the supposed autonomy of individual subjects by taking structural arguments into account. Lavin concludes that a liberal concept of responsibility gives rise to a moralistic and oppressive approach to social problems, while a postliberal approach highlights a shared responsibility for developing collective solutions to systemic problems. Postliberal responsibility not only suggests more generous and democratic responses to social ills, it also allows us to theorize a greater range of issues that demand political response.
