Selecting migrants based on skill has become a widely practised migration policy in many countries around the world. Since the late 20th century, research on 'skilled' and 'highly skilled' migration has raised important questions about the value and ethics of skill-based labour mobility. More recent research has begun to question the concept of skill and skill categorisation in both government policy and academic research. Taking the view that 'skills' are socially constructed categories and highly malleable concepts in practice, this edited volume centres the discussion on the following questions: Who are the arbitrators of skill? What constitutes skill? And how is skill constructed in the migration process and in turn, how does skill affect the mobility? The empirical studies in this volume show that diverse actors are involved in the process of identifying, evaluating and shaping migrant skill. The interpretation of migrants' skill is frequently distorted by their ascriptive characteristics such as race, ethnicity, gender and nationality, reflecting the influence of colonial legacy, global inequality as well as social stratification. Finally, this edited volume emphasises the complex, and frequently reciprocal, relationship between skill and mobility. This book will be of interest to researchers and advanced students of Sociology, Human Geography, Politics, Social Anthropology, Economics, and Social Work. It was originally published as a special issue of the Journal of Ethnic and Migration Studies.

The debate on the free movement of labour within the EU has gained new momentum in the wake of the economic crisis. Building on the earlier Ashgate publication EU Labour Migration Since Enlargement, the editors have assembled a team of experts from across Europe to shed light on the critical issues raised by internal labour mobility within the EU in the context of economic crisis and labour market pressures. The book's chapters tease out the links between economic developments, regulatory frameworks and migration patterns in different European countries. A central focus is on issues of skills and skills mismatch and how they relate to migration forms, duration and individual decisions to stay or return. Based on detailed analysis of European and national-level sources, the results presented clearly contradict assumptions about a "knowledge driven migration". Rather, over-qualification and the corresponding underutilisation of migrant workers' skills emerge as a pervasive phenomenon. At the same time the characteristics of migrants - not just skills, but socio-demographic characteristics and attitudes - and also their labour market integration are shown to be very diverse and to vary substantially between different sending and receiving countries. This calls for a differentiated analysis and raises complex issues for policymakers. Examples where policy has contributed to positive outcomes for both migrants and domestic workforces are identified. This paper, published as part of the ESCAP series Studies in Trade and Investment, explores the linkages between trade, labour mobility and development in the Asia-Pacific region. The paper moves from an analysis of recent trends in regional labour mobility through an examination of the connections between trade, migration and development. Finally it considers how migration could be better governed at the multilateral, regional and bilateral levels. A central theme of the paper is that, when properly governed, labour mobility can deliver large and sustained development gains. Improving cross-border labour market access, particularly for people from developing countries, therefore needs higher prioritization by regional policymakers. At the same time, the concerns of receiving country populations around higher levels of immigration also need to be addressed. Striking this balance will require, in particular, the expansion and further adoption of co-operative agreements between sending and receiving countries which provide labour market access in return for more cooperation in migration management and enforcement.

Historically, two major approaches can be distinguished. A negative view of the detrimental consequences for SCs due to the loss of human capital, and hence an increasing inequality among least developed countries (LDCs) and developed (DCs) (SCs and receiving countries (RCs)) characterised the discussion in the 1960s and 1970s. This view was intensified by the end of the 1980s, as the new growth theory stressed the importance of human capital as the main driver of economic growth. Accordingly, the loss of human capital would deprive SCs of a major prerequisite for growth and permanently hamper development. Lately, however, this pessimistic vision of accentuating the disadvantages for growth in SCs has been challenged by a more positive point of view. Expatriates are not seen as a loss anymore but instead as a resource which can be employed in favour of the SC. Rather pragmatically, this transnational view admits that, as long as incentives such as inequalities in many areas persist, highly skilled migrants cannot be hindered from moving. Therefore, newer theories focus on the advantages that SCs can draw from linking to their diaspora. Indeed, following this theory, SCs can seize numerous opportunities to manage international migration to offset its inevitable disadvantages, thus effectively turning the brain drain into a brain gain.
