The Tailhook Report by Office of the Inspector General Pdf

In September 1991, over 4,000 U.S. Navy and Marine Corps aviation officers met in Las Vegas for the 35th Annual Tailhook Symposium, a long-standing professional convention of naval aviators. Over the weekend, the parties and drunken behavior raged out of control and resulted in widespread damage to the hotel, 90 identified victims of indecent assault, 140 officers referred for possible court-martial or disciplinary action, and the demotion, transfer, or resignation of several top Navy officials. For the first time, this, the official report of the wildest ranging scandal in the history of the U.S. Navy, details in-depth the abuses that occurred. This report finally reveals the truth behind the rumors, the headlines, and the scandal.

Task Force report on care for victims of sexual assault by Anonim Pdf

The Department of Defense is unequivocal in its commitment to ensure that victims of sexual assault be protected, treated with dignity and respect, provided proper medical and psychological care, and that the perpetrators of such assaults be held accountable. Task Force Charter On February 5, 2004, Secretary of Defense Donald Rumsfeld directed the Under Secretary of Defense for Personnel and Readiness, Dr. David S.C. Chu, to undertake a 90-day review of all sexual assault policies and programs among the Services and DoD, and recommend changes necessary to increase prevention, promote reporting, enhance the quality and support provided to victims, especially within combat theaters, and improve accountability for offender actions. Review Methodology On February 13, 2004, the Under Secretary of Defense for Personnel and Readiness established an eight member Department of Defense Care for Victims of Sexual Assaults Task Force. The Task Force formulated a review plan, which included the following: Request and analyze sexual assault incidence and demographic data from the Services. Request and assess current DoD-wide, Service-wide and Combatant Command-wide sexual assault policies and programs. Perform literature review on sexual assault, including review of prior studies and reports on DoD sexual assault and related programs. Discuss sexual assault prevention, reporting, response, and disposition issues with commanders, non-commissioned officers, junior enlisted personnel, service providers (medical, mental health, victim advocate, victim witness advocate, chaplains, law enforcement, investigative agencies, and legal personnel), and victims. Consult with subject matter experts within the Department of Defense, other federal agencies, civilian experts, and sexual assault support organizations about matters that should inform our review with respect to prevention, reporting, response, and disposition of sexual assault cases.

Inside The Tailhook Scandal: A Naval Aviator's Story by Captain Robert L. Beck, U.S. Navy Ret. Pdf

When thousands of naval aviators and flight officers gathered in Las Vegas in September 1991 to celebrate their victory in the First Gulf War, none could have imagined that their behavior during Tailhook ’91 would have such devastating consequences for the Navy. Just weeks after the annual reunion’s conclusion, rumors of a raucous late night gauntlet made up of junior officer jet jockeys began to surface. It wasn’t until a female Navy lieutenant complained in writing to her

Power and Gender by Rosemarie Skaine Pdf

Most Americans were shocked when Anita Hill charged U.S. Supreme Court nominee Clarence Thomas with sexual harassment. Not surprisingly, the nation was divided on the Senate hearings on the matter--some believed Hill, others, Thomas. Perhaps the most important result of the hearings was to open the eyes of a majority of the public to the issue of sexual harassment and to begin a dialog on the issue. This work first defines sexual harassment, including operational, sociological and legal definitions, and then provides a history of the issue in the United States and a theoretical framework of why harassment occurs. This is followed by a look at the legal dimension of the problem, with a discussion of pertinent federal and state laws and Equal Employment Opportunity Commission (EEOC) decisions. The incidence and settings (e.g., workplace, housing, religious institutions) are next examined, followed by chapters on sexual harassment in the government, the military, and in education. The book concludes with discussions of strategies for the victims and for employers.

Women in the United States Armed Forces by Darlene M. Iskra Pdf

This handbook provides the reader with an historical and contemporary overview of the service by women in all branches of the U.S. military, tracing the causes and effects of evolving policies, issues, structural barriers, and cultural challenges on the record and in the future of the accomplishments by women warriors. Women in the United States Armed Forces: A Guide to the Issues covers over a century of accomplishments of military women, from the Civil War to the current wars in the Middle East. Readers will learn, for example, that during World War II, 565 women in the Women's Army Corps stationed in the Pacific theater received combat decorations, proving that women had the courage, strength, and stamina to perform in a combat environment. They will also learn that, perhaps surprisingly, it wasn't until the mid- to late 1970s that women had their first opportunities to serve at sea and as aviators (crew as well as pilots), albeit on noncombatant ships and aircraft. The book's final four chapters discuss the issues that continue to plague women in the military, including sexual harassment, noting that women's performance in America's two-front wars in Iraq and Afghanistan have made a positive difference in attitudes. The handbook closes with an epilogue that is at once a summary of the issues and a call for action.

Managing the Organizational Melting Pot by Dr. Pushkala Prasad,Albert J. Mills,Michael B. Elmes,Anshuman Prasad Pdf

Illuminating the troublesome and disturbing aspects of workplace diversity that tend to be glossed over in most management literature, Managing the Organizational Melting Pot covers key issues such key as: individual and institutional resistance, the effectiveness of diversity change efforts, and the less visible ways in which exclusion and discrimination continue to be practiced in the workplace. To assist the reader in understanding some of these dilemmas, the contributors to this collection adopt an array of theoretical frameworks, that are all striking departures from traditional and more functional perspectives on diversity. The volume also employs a variety of theoretical perspectives, including intergroup relations theory, critical theory, Jungian psychology, feminism, post-colonial theory, cultural history, postmodernism, realism, institutional theory, and class analysis. Further, the authors examine a multitude of organizational situations in which the complications of diversity surface-many of which cross race, gender, ethnic and other socially constructed boundaries. Managing the Organizational Melting Pot draws examples not only from the United States , but also looks at situations from Canada, Britain, and the Middle East. Students, scholars, and managers who want to prepare themselves to deal with the challenges presented by a multicultural workforce will find this beneficial reading. In addition, researchers interested in conducting research in diversity management will find this an up-to-date, thought-provoking resource.

Sexual Assault in the U.S. Military by Rosemarie Skaine Pdf

This book provides an in-depth analysis of sexual assault in the military from historical and contemporary perspectives, offering suggestions that could change the existing culture and approaches that will reduce or eliminate sexual assault in the armed forces. Sexual assault has been an aspect of the U.S. military historically and is today widely recognized as a significant problem with far-reaching repercussions. How does sexual assault negatively impact not only the victims themselves but also the U.S. military's strength, readiness, and morale? This book answers these questions and documents the problems with reporting and prosecuting sexual assault complaints within our armed forces, examines the current policy and laws to identify what changes are needed, and analyzes recent efforts to prevent sexual assault. Author Rosemarie Skaine introduces the subject with a historical perspective that covers women, men, gays and lesbians, and non-military personnel as the subjects of sexual assault and provides readers with clear definitions of sexual harassment and sexual assault. The chapters explain how sexual assault negatively affects the military's performance as a whole, thereby serving to undermine national security; and covers preventative approaches and legislation intended to change the current military culture. The book also includes a bibliography, tables of key figures, and footnotes and endnotes that fully document the data presented.
