In response to a request from Members, FAO developed the surveillance evaluation tool (SET) in 2017 to assess animal disease surveillance systems and provide country-specific recommendations for improvement. SET has been largely used in Africa under funding by the United States Agency for International Development (USAID) to guide capacity-building activities related to animal disease surveillance. Following its successful implementation in project countries, the tool was made available to other countries and region under specific funding. A re-evaluation mission to the United Republic of Tanzania was conducted in November 2020 in close partnership with the country’s veterinary services. This was the first SET re-evaluation done, and the country was the first to pilot the tool in 2017. Findings from the missions and recommendations were compiled in a report that can be used by governments and partners to identify priority areas to improve animal disease surveillance in the United Republic of Tanzania.

To reduce extreme poverty and break its intergenerational transmission, in 2012 the Government of the United Republic of Tanzania initiated the Productive Social Safety Net (PSSN) – the flagship social protection programme implemented by the Tanzania Social Action Fund (TASAF). The PSSN is based on a set of integrated interventions targeted for the poorest and most vulnerable households: i) a labour-intensive public works (PW) programme; ii) conditional cash transfers (CCTs); iii) a Livelihood Enhancement (LE) component providing support to households' economic driven interventions (such as community savings and investments); and iv) Targeted Infrastructure, supporting development and rehabilitation of social infrastructures under education, health and water sectors. During the period 2013–2019, TASAF vastly scaled up the programme in five waves, enrolling 1.1 million households and 5.1 million individuals in 9 960 communities, representing approximately 10.5 percent of the total population. A randomized impact evaluation was embedded within the scaled-up design of the PSSN, which found that even after a short period of implementation (2015–2017), the PSSN achieved several objectives including: increased consumption and food security, investment in better living conditions and human capital accumulation. To complement the findings of the official PSSN impact evaluation, in this study we analyse the indirect effects of the PSSN on the overall local economy.

Give and Take looks at local drug manufacturing in Kenya, Tanzania, and Uganda, from the early 1980s to the present, to understand the impact of foreign aid on industrial development. While foreign aid has been attacked by critics as wasteful, counterproductive, or exploitative, Nitsan Chorev makes a clear case for the effectiveness of what she terms “developmental foreign aid.” Against the backdrop of Africa’s pursuit of economic self-sufficiency, the battle against AIDS and malaria, and bitter negotiations over affordable drugs, Chorev offers an important corrective to popular views on foreign aid and development. She shows that when foreign aid has provided markets, monitoring, and mentoring, it has supported the emergence and upgrading of local production. In instances where donors were willing to procure local drugs, they created new markets that gave local entrepreneurs an incentive to produce new types of drugs. In turn, when donors enforced exacting standards as a condition to access those markets, they gave these producers an incentive to improve quality standards. And where technical know-how was not readily available and donors provided mentoring, local producers received the guidance necessary for improving production processes. Without losing sight of domestic political-economic conditions, historical legacies, and foreign aid’s own internal contradictions, Give and Take presents groundbreaking insights into the conditions under which foreign aid can be effective.

Tanzania’s bank-dominated financial sector is small, concentrated, and at a relatively nascent stage of development. Financial services provision is dominated by commercial banks, with the ten largest institutions being preeminent in terms of mobilizing savings and intermediating credit. Medium-to-small banks rely systematically more on costlier, short-term, interbank financing and institutional deposits and have markedly higher operating costs. These structural features underpin financial stability challenges which are significant. Bank asset quality has deteriorated sharply in recent years, and under-provisioning is significant, belying the apparently comfortable capital cushions. Credit growth has fallen precipitously, corporate debt loads have risen, and their cash flows are weak. Dollarization of bank balance-sheets raises the possibility of solvency stress under shocks being exacerbated by funding liquidity pressures, especially at smaller banks.

For MSMEs in particular, digital technologies provide the potential to improve access to new and existing markets and customers. There is also immense development potential in tourism.

The International Development Law Organization (IDLO) and the Center for International Forestry Research (CIFOR) assessed the legal frameworks that govern land-use activities and investments in Tanzania. The policy, institutional and legal frameworks are well developed although implementation and enforcement remains weak due to ambiguities in the law and a general lack of supportive incentives. This Legal Assessment report for Tanzania examines four key challenges to the attainment of sustainable land-use investments. These comprise: Enforcement of environmental and social safeguards Tanzania has made progress in implementing the Environmental Management Act by ensuring greater compliance with the Environmental Impact Assessment regulations although exceptions exist in the construction sector, and mining legislation that often enables the government to circumvent important land tenure safeguards. Incentives for sustainable investments in the legal framework A lack of incentives exists despite the creation of the Tanzania Investment Centre, the adoption of an Investment Guide in 2013, and the incorporation of sustainability considerations into laws and policies governing investments in the agriculture, energy, and forestry and mining sectors. Land tenure security Tanzania’s land law framework now includes formal recognition of customary title and the reservation of land under the category of village land exclusively for Tanzanians although improvements are still needed in terms of processes of consultation and compensation. Public awareness and lack of access to information Awareness of natural resources and investment policies, legislation and regulations is generally low amongst rural communities as well as Ward executive officers, village leaders and village land committee members. The Food and Agriculture Organization of the United Nations (FAO) has been involved in the Emerging Pandemic Threats Programme (EPT-2), funded by the United States Agency for International Development (USAID) since 2014. The programme sets out to minimize the impact of existing global pandemic threats and to detect, respond to and improve the prevention of emerging threats. Implementation of this programme at FAO has been carried out through 20 projects with efforts concentrated in 36 countries in Africa and Asia. It builds upon lessons learned in the first phase of the programme, in which FAO was involved in improving livestock disease surveillance, enhancing capacity of veterinary epidemiologists and laboratories and improving response to the avian influenza. EPT-2 focuses more in-depth on preventative measures to zoonotic novel pathogens thereby reducing the risk of emergence of such diseases. This evaluation aims to trace the contribution of FAO’s interventions to the programme and assess its outcomes at the global, regional, and national levels. EPT-2 has largely achieved its objectives and outputs in terms of technical capacity development and disease strategy, but less so in terms of enabling policy, value chains, and production. In line with FAO’s 2011 One Health Action Plan (FAO, 2011), EPT-2’s technical focus has strengthened traditional partnerships between FAO and technical livestock departments and ministries and built stronger collaborations with health and environment ministries. The next phase of the EPT-2 programme could take advantage of renewed national, regional, and global interest in ensuring that the COVID-19 experience is not repeated. FAO needs to fully utilize its convening power, partnerships, trusted status, and experience of emerging pandemic threats to engage political and business leaders on the need to consolidate and scale up EPT-2-induced gains to improve pandemic preparedness.
