Urban areas are major sources of air pollution. Pollutant emissions affecting air quality in cities are considered to have adverse consequences for human health. Public and government concern about environmental issues arising from urban air pollution has increased over the last decades. The urban air pollution problem is widespread throughout the world and it is important to find ways of eliminating or at least reducing the risks for human health. The fundamentals of the physical and chemical processes occurring during air pollutant transport in the atmosphere are nowadays understood to a large extent. In particular, modelling of such processes has experienced a remarkable growth in the last decades. Monitoring capabilities have also improved markedly in the most urban areas around the world. However, neither modelling nor monitoring can solve urban air pollution problems, as they are only a first step in improving useful information for future regulations. The defining of efficient control strategies can not be achieved without a clear knowledge of the complete pollution process, i.e. emission, atmospheric transport and transformation, and deposition at the receptor. Improving our ability to establish valid urban scale source-receptor relation ships has been the objective of SA TURN, one of the 14 subprojects of EURO TRAC-2. Similar to the other subprojects of this co-ordinated environmental pro ject within the EUREKA initiative, SA TURN brought together international groups of scientists to work on problems directly related to atmospheric chemistry and physics. The present volume summarises the scientific results of SATURN.

The increasing concern over environmental and health impact of urban air pollution has lead to a growing need for an international conference focussing specifically on urbanised regions. Although, air quality has gained importance through out the world, it is especially in areas of high urban development that the problems are particularly acute. Scientific interest in this field is particularly evident from the growing number of journal publications and conference presentations. The numerous conferences held every year on air pollution, however, have tended to encompass a broad theme and have not specifically focussed on the urban environment. In order to address this need an international conference on urban air quality was organised by the Environmental Physics Group of the Institute of Physics in collaboration with the Royal Society of Chemistry (RSC), The Royal Meteorological Society (RMS) and the National Society for Clean Air and Environmental Protection (NSCA). Over 100 participants from various countries attended this first international conference on urban air quality. The aim of the conference was to provide a forum for open scientific discussion on the latest advances in the field of urban air quality monitoring and modelling. The range of topics included: chemical and biogenic pollutants, monitoring techniques, instrumentation, analysis of pollutants, spatial and temporal interpretation of air quality data, emission sources and modelling of air quality. All papers submitted for publication were peer reviewed and consequently, some articles were not successful in the refereeing process and have not been included in this special issue.

Since the first international conference on urban air quality, held at the University ofHertfordshire in 1996, significant advances have taken place in the field of urban air pollution. Pollution of air, soil, and waterways has become a primary concern of urban environmental policy making, and over the past two decades there has emerged a new era of urban policy that links development with ecological issues, based on the notion that both nature and the economy can be enhanced through technological changes to production and consumption systems. This book takes a new look at this application of "ecological modernization" to contemporary urban political-ecological struggles. Considering policy processes around land-use in urban watersheds and pollution of air and soil in two disparate North American "global cities," it criticizes the dominant belief in the power of markets and experts to regulate environments to everyone’s benefit, arguing instead that civil political action by local constituencies can influence the establishment of beneficial policies. The book emphasizes ‘subaltern’ environmental justice concerns as instrumental in shaping the policy process. Looking back to the 1990s—when ecological modernization began to emerge as a dominant approach to environmental policy and theory—Desfor and Keil examine four case studies: restoration of the Don River in Toronto, cleanup of contaminated soil in Toronto, regeneration of the Los Angeles River, and air pollution reduction in Los Angeles. In each case, they show that local constituencies can develop political strategies that create alternatives to ecological modernization. When environmental policies appear to have been produced through solely technical exercises, they warn, one must be suspicious about the removal of contention from the process. The extent of urban air pollution in Pakistan—South Asia's most urbanized country—is among the world’s most severe, significantly damaging human health, quality of life, and the economy and environment of Pakistan. The harm from Pakistan's urban air pollution is among the highest in South Asia, exceeding several high-profile causes of mortality and morbidity in Pakistan. Improved air quality management (AQM) in Pakistan can have notable economic and health benefits. For example, the estimated health benefits per dollar spent on cleaner diesel are approximately US $1–1.5 for light-duty diesel vehicles and US $1.5–2.4 for large buses and trucks. This report advocates that Pakistan allocate resources to AQM, because its air quality is severely affecting millions of Pakistanis, and because experiences around the world indicate that interventions can significantly improve air quality. This report details a broad spectrum of research on Pakistan’s AQM challenges, and identifies a comprehensive set of steps to improve air quality. The research presented here underpins the conclusions that addressing Pakistan's urban air pollution requires coordinated interventions to strengthen AQM, build agencies' institutional capacity, bolster AQM's legal and regulatory framework, implement policy reforms and investments, and fill knowledge gaps. However, Pakistan's policy makers face major obstacles, including limited financial, human, and technical resources, and can pursue only a few AQM interventions at the same time. In the short term, Pakistan's AQM should give highest priority to reducing pollutants linked to high morbidity and mortality: PM2.5 (and precursors like SOx and NOx) from mobile sources. A second-level short-term priority could be PM2.5, SOx, and emissions of toxic metals from stationary sources. An important medium-term priority should be mass transportation in major cities, controlling traffic, and restricting private cars during high-pollution episodes. A long-term priority could be taxing hydrocarbons, based on their contribution to greenhouse gases.
