This study investigates the way that IEP teams interpret and implement federal policy associated with the integration and achievement of students with disabilities through their perception of the use of data in making placement decisions. Current literature suggests that middle school is a tumultuous time in adolescent development and the placement of students in certain educational environments and the subsequent construction of their peer group can have lasting implications on their future successes in high school and beyond (Jones & Hensley, 2012; Coker, 2008; Johnson, 2007; Elias, Gara & Ubriaco, 1985; Musoleno & White, 2010; Sparks, 2011; Slavin, 1996; Tu, Erath & Flanagan, 2011). However, little has been written in reference to how IEP teams use data when making placement decisions for students with disabilities or how local educators use federal policy as an guide for using data in making educational placement decisions. This study used the framework provided by the Individuals with Disabilities Education Act (IDEA) and distributed leadership to study how IEP team members use data to make educational placement decisions. IEP teams in nine schools were studied and interviewed as they made placement decisions regarding a fictional student. Data were then compared with archival records to present a description of how IEP teams interpreted policy associated with the No Child Left Behind Act (NCLB) in making educational placement decisions regarding students with disabilities. This study continues and extends the current literature in the field of educational leadership and Special Education by considering how IEP teams make decisions regarding the achievement of all students within their locus of control.
