Water is an extremely important factor in global environmental change. Water influences the processes causing change. The human and economic consequences of changes in the water system can be very significant. The aim of this NATO Advanced Study Institute was to present a state-of-the-art assessment of the role of water in global change, ranging from a consideration of atmospheric processes to the social and political impacts of changes in water resources. Many initiatives have recently been developed, such as international conferences and research programmes in particular themes, but there was still a need for information from these diverse activities to be brought together. One of the aims of the ASI was to encourage cross-fertilization between the various disciplines looking at water in the global system. This book contains the expanded written versions of the lectures presented during the AS! held in Italy in May/June 1994. It falls into two basic parts. The first twelve chapters cover the role of water in the climate system and climate modelling. Various areas of the water balance including global budgets, the effect of each element of the water balance on regional and global climates, and procedures used to model hydrological processes at all scales are discussed. Precipitation, ice, lake, groundwater, land surface and atmospheric considerations are included together with hydrological process linkage to climate models. Ocean effects were not covered as they were considered to be outside the scope of this particular AS!.

Thorough analyses of GCM results for the Century were reported at the Workshop, in order to illustrate the improvements in model results which have taken place in recent years, and the increasing confidence with which the models can be used for projecting climatic change in coming decades. However, there is still much room for improvement; there is also a need to address more fully the manner in which climate and impacts models (e. g. , hydrological models) can be linked, in terms of consistency and the overlap between different scales, the underlying physical assumptions, and the parameterizations used. Session 2 was devoted to the two extremes of water resources, namely floods and droughts, the focus here being to identify the climate change component in river floods. These have significant economic implications, as was shown by several scientists from Western and Central Europe. Many long time series have been studied worldwide with the aim of detection of nonstationarities, yet there is no conclusive evidence of climate-related changes in flow records, in general.

On relatively short time scales, atmospheric water vapor interacts with the atmospheric circulation and is crucial in forming the Earth's climate zones. Water vapor is the most powerful of the greenhouse gases and serves to enhance the tropospheric temperature. The dominant part of available water on Earth resides in the oceans. Parts are locked up in the land ice on Greenland and Antarctica and a smaller part is estimated to exist as groundwater. If all the ice over the land and all the glaciers were to melt, the sea level would rise by some 80 m. In comparison, the total amount of water vapor in the atmosphere is small; it amounts to ~ 25 kg/m2, or the equivalent of 25 mm water for each column of air.
