Analyzing the distributional impacts of economic crises is important and, unfortunately, an ever more pressing need. If policymakers are to intervene to help those most adversely impacted, then policymakers need to identify those who have been most harmed and the magnitude of that harm. Furthermore, policy responses to economic crises typically must be timely. In this paper, we develop a simple methodology to fill the order and we've applied our methodology to analyze the impact of the Indonesian economic crisis on household welfare there. Using only pre-crisis household information, we estimate the compensating variation for Indonesian households following the 1997 Asian currency crisis and then explore the results with flexible non-parametric methods. We find that virtually every household was severely impacted, although it was the urban poor that fared the worst. The ability of poor rural households to produce food mitigated the worst consequences of the high inflation. The distributional consequences are the same whether we allow households to substitute towards relatively cheaper goods or not. However the geographic location of the household mattered even within urban or rural areas and household income categories. Additionally, households with young children may have suffered disproportionately adverse effects.

The recent financial crisis in Indonesia has resulted in dramatic price increases. Using very recent data, we investigate whether these price increases have impacted the cost-of-living of poor households in a disproportionately harsh way. We find that the poor have indeed been hit hardest. Just how hard the poor have been hit, though, depends crucially on where the household lives, whether the household is in a rural or urban area, and just how the cost-of-living index is computed. What is clear is that the notion that the very poor are so poor as to be insulated from international shocks is simply wrong. Rather, in the Indonesian case, the very poor appear the most vulnerable.

The successful development of children and young people requires that we protect and nurture a set of interrelated physiological, cognitive, and socio-emotional systems. What happens to these systems in early life can have long-term consequences and can even carry over to the next generation. The impact of economic crises on human development is similarly complex and heterogeneous. Some families and some young people display astonishing resilience – either by being comparatively unscathed by crises or by their ability to recover quickly and healthily. Other families and individuals may be unable to prevent exposure, unable to protect themselves, or may not have the same capacity to adapt positively when exposed to a crisis, with potentially serious long-term consequences for healthy development. Human development lies at the intersections of neurology and sociology, genetics and psychology, biology and economics; and this volume approaches the study of shocks and human development from a variety of disciplinary perspectives: economics, sociology, anthropology, and social and developmental psychology. This volume describes the impact of aggregate shocks on human development, and the subtle and intricate settings and pathways through which individuals can be affected. Depending on the timing, duration, transmission mechanisms, and context, the consequences for children's physical, cognitive, and socio-emotional development may be costly and irreversible. Fortunately, although children suffer in adversity, they can also benefit positively when exposed to enriching environments. Financial barriers to seeking care are frequently cited as one of the main causes of underutilization of child health care services. This paper estimates the impact of Indonesia's healthcard on health care use by children. Evaluation of the healthcard effect is complicated by the fact that card allocation was non-random. The analysis uses propensity score matching to control for systematic differences between treatment and control groups. A second potential source of bias is related to contemporaneous, exogenous influences on health care use unrelated to the healthcard itself. Using panel data collected prior to and after the introduction of the healthcard, a difference-in-differences estimator is constructed to eliminate the effects of exogenous changes over time. The author finds that although health care use declined for all children during the crisis years of 1997-2000, use of public sector outpatient services declined much less for children with healthcards. The protective effect of the healthcard on public sector use was concentrated among children aged 0-5 years. The healthcard had no significant impact on use of private sector services. The results highlight the need to provide adequate protection against the financial burden of health care costs, particularly during economic crises.
