Supranational Governance of Europe’s Area of Freedom, Security and Justice by Christian Kaunert,John Occhipinti,Sarah Leonard Pdf

This book examines the evolution towards increased supranational governance in the EU’s Area of Freedom, Security and Justice (AFSJ). At the end of 2009, a successor programme to the Tampere and Hague Programmes was developed under the Swedish Presidency. Called the ‘Stockholm Programme’, it was adopted at a special EU Council Summit on 10-11 December 2009. The new agenda covers the period 2010-2014 and emphasises six areas of priority. In the context of these priorities, as well as the innovations introduced by the Lisbon Treaty, this edited book analyses policy change in the AFSJ, especially as it has been affected by the rise of supranational governance in this domain. From police cooperation and crime fighting to border management and counter-terrorism, much has changed, and the EU has taken yet another step forward in the direction of supranational governance. However, the various contributions also highlight that there are still problems and challenges remaining for the AFSJ. Collectively, this book considers how consequential the Lisbon Treaty has been for the AFSJ, as well as how successful the EU has been in achieving its stated goals as expressed in the Stockholm Programme. Thus, this book makes a significant contribution to the scholarly investigation of the AFSJ, but also to the study of European integration in general. This book was published as a special issue of the Cambridge Review of International Affairs.

The Rise of EU Police Cooperation by Franca König Pdf

This book provides an in-depth empirical analysis and theoretical history of the institutional development of EU police cooperation, with a focus on the creation and integration of Europol. Presenting a thoroughly comprehensive analysis, the book systematically traces integration dynamics and the evolution of EU police cooperation over a 40-year period, assessing the influence of cross-country interdependencies, politicisation and policy entrepreneurship on Member States’ behaviour and institutional choice. By combining a wealth of sources including previously unpublished sources and personal insights from key decision-makers, it explores which driving factors shape processes of differentiation and integration in this sovereignty-sensitive policy domain, and how, and attempts to explain state preferences on international police cooperation in the light of major theories of European integration. The book will be of key interest to students, scholars and practitioners working in or on the fields of police cooperation, Justice and Home Affairs policy, EU governance and security studies, both at national and European level.

Counter-Terrorism Networks in the European Union by Claudia Hillebrand Pdf

Counter-Terrorism Networks in the European Union: Maintaining Democratic Legitimacy after 9/11 presents a model of democratic legitimacy for within international counter-terrorism co-operation. Exploring the current practices of European Union (EU) counter-terrorism policing, developed after 9/11, it highlights the current significant challenges to democratic legitimacy and seeks to present tools and solutions which ensure 'democratic' counter-terrorism actions and the protection of human rights. Counter-terrorism policing is now a global concern, with co-operation between security authorities of different countries a crucial feature in the fight to prevent terrorism and extremism. Yet, given the emphasis on pre-emption, this type of policing tends to interfere to a far greater extent with the rights of the individual than traditional policing. This book scrutinises the current focus of enhanced communication between counter-terrorist associates at member-state and EU levels within Europe, alongside analysis of just how far the traditional, protective mechanisms of accountability and oversight are managing to keep up with this development. It proposes that current forms of counter-terrorism policing within the EU should be understood as networks - sets of expert institutional nodes or individual agents, from at least two countries - that are interconnected in order to authorize and provide security with regard to counter-terrorism, using the European Police Office (Europol) as a key example.

This three-volume work offers a comprehensive review of the pivotal concepts, measures, theories, and practices that comprise criminology and criminal justice. No longer just a subtopic of sociology, criminology has become an independent academic field of study that incorporates scholarship from numerous disciplines including psychology, political science, behavioral science, law, economics, public health, family studies, social work, and many others. The three-volume Encyclopedia of Criminology presents the latest research as well as the traditional topics which reflect the field's multidisciplinary nature in a single, authoritative reference work. The pivotal concepts, measures, theories, and practices of the field are addressed with an emphasis on comparative criminology and criminal justice. The Development of Transnational Policing by John L. M. McDaniel,Karlie E. Stonard,David J. Cox Pdf

This book draws together the insights of eminent academics and specialists to present an overview of past and present approaches to transnational policing throughout the Anglophone world. It aims to revitalize the study of transnational policing by showing that past and present developments in this field remain poorly understood, while also suggesting future avenues of research. Containing chapters on police history, police accountability, gendered hate crime in an increasingly online world, counter-radicalisation strategies being pursued around the world, internet-facilitated sex trafficking and changes in organised crime, amongst others, the authors adopt revisionist, orthodox and progressive views in order to challenge our understanding and appreciation of developments in transnational policing. All of the chapters in the book use policing models employed within the UK as either their focal point or as a point of comparison so that direct comparisons and contrasts can be examined. The Development of Transnational Policing illustrates distinctive and separate aspects of what remains an undoubtedly complex and dynamic field, but also forms an overview of developments and the dearth of academic research which surround them, in order hopefully to inspire researchers, policymakers and practitioners alike.

The Evolving EU Counter-terrorism Legal Framework by Maria O'Neill Pdf

Since the coming into force of the Lisbon Treaty in 2009, and the contemporaneous publication of the Stockholm Programme, the area of freedom, security and justice has obtained a more secure legal basis within the EU treaty framework and now has a coherent policy programme set out for its development. A key aspect in the area of freedom, security and justice are the EU’s provisions dealing with counter-terrorism. This book examines the rapidly emerging area of EU law and policy on counter-terrorism, addressing these twin disciplines from both a theoretical and practical perspective. The Evolving EU Counter-Terrorism Legal Framework is the first comprehensive exposition of EU anti-terrorism law, bringing together laws and policies on terrorism from across the three distinct EU pillars, as well as exploring the legal framework for EU external relations in counter-terrorism. In focusing on this challenging area of EU legal policy which is presently under construction, the book brings greater clarity and critical analysis to the existing legal framework currently in place. In addition to considering the current legal circumstances, Maria O'Neill goes on to highlight potential difficulties which may occur in the future and suggests possible avenues for development of counter-terrorism provisions.

The EU Security Continuum by Alistair J.K. Shepherd Pdf

This book examines how internal and external security are blurring at the EU level, and the implications this has for EU security governance and the EU as a security actor. The EU claims that ‘internal and external security are inseparable’ and requires a more integrated approach. This book critically assesses this claim in relation to the threats facing the EU, its responses to them, and the practical and normative implications for EU security governance and actorness. It sets out a novel conceptual framework – the EU security continuum - to examine the ways and extent to which internal and external security are blurring along three axes: geographic, bureaucratic, and functional. This is done through an analysis of four key security issues, regional conflict, terrorism, organised crime, and cybersecurity. The book demonstrates that, to varying degrees, these security threats and/or responses do transcend boundaries. However, institutional turf wars and capability silos hamper the EU’s integrated approach and, therefore, its management of transboundary security threats. Yet, the EU’s pursuit of an integrated approach is reframing its claimed normative distinctiveness toward a more practical one, based on a transnational and multidimensional approach. Such a rearticulation, if implemented, would make the EU a genuinely transboundary security actor, properly structured and equipped to tackle the 21st century’s internal-external security continuum. This book will be of much interest to students of European Security, EU politics, and international relations.
