The Transform Nutrition West Africa project is a regional platform that aims to improve and support policy and program decisions and actions to accelerate reductions in maternal and child undernutrition through an inclusive process of knowledge generation and mobilization. Recognizing that knowledge is derived from evidence and experience, TNWA takes a ‘knowledge for action’ approach. As such, TNWA focuses on strengthening the latter stages of the data value chain (namely analysis, translation, and dissemination for decision-making). Through a regional consultation with different stakeholders (researchers, NGOs, civil society, private sector, government, UN, donor agencies) from various sectors, key priorities for future action in the region were identified. These included capturing, documenting, and learning from implementation experiences, and accelerating equitable program coverage of mother, infant and young child interventions at scale. We apply evidence synthesis approaches (i.e., rapid reviews) to identify best practices on topics as prioritized by regional stakeholders. Previous topics include effectiveness and implementation experience of interventions to improve exclusive breastfeeding and early initiation of breastfeeding in low- and middle-income countries (LMICs), implementation tools for nutrition, and a landscape analysis of research on adolescent nutrition in the region. Through engagements with UNICEF, the Regional Nutrition Working Group (which is a collective of donors, INGO’s, researchers, development agencies that are active in nutrition in the region), and other stakeholders, the next topic identified as a key issue for the region was wasting among children under five years of age. The output of this rapid review will not only inform various stakeholders active in the region but will also support the Integrated Research on Acute Malnutrition in the Sahel project (IRAM). IRAM aims to generate evidence on wasting prevention and treatment interventions in four countries: Chad, Mauritania, Mali and Niger (multi-country partnership between UNICEF and IFPRI). Stakeholders (review users, such as implementers and researchers) will be involved throughout. They will be consulted to set and refine the review question, eligibility criteria, and the outcome of interest. Consultations will ensure that this rapid review is fit for purpose.

This document summarizes published and grey literature on conceptual framework on the link between child nutrition and economic growth, determinants of child undernutrition, types of investments to enhance maternal and child nutrition, and linkages between urbanization and child nutrition. Several in-sights emerge from the review. First, and despite progresses over the last several decades, maternal and child malnutrition is still prevalent in developing countries and the progress has been uneven. While the percentage of chronically malnourished (stunted) children declined across the developing world, the number of stunted children in Africa increased due to slower reduction in stunting prevalence and population growth. Many developing countries are experiencing the coexistence of different forms of malnutrition including undernutrition, micronutrient deficiency, and overnutrition. Second, child undernutrition, especially stunting during the first 1,000 days of life, has several short- and long-term effects on individuals and economies that include impaired cognitive and non-cognitive development, poor educational performance, low productivity and earnings, and higher healthcare costs. Third, the determinants of child undernutrition are broadly classified as the immediate determinants including dietary intake and diseases; the underlying determinants that include household food security, quality of care and household living environment, and access to healthcare; and the basic determinants that include access to productive resources, stock of capital, as well as socioeconomic, political and cultural factors. Investments to enhance child nutrition can target either the immediate determinants (known as nutrition-specific investments) or the underlying determinants (known as nutrition-sensitive investments). Fourth, the effect of urbanization on child nutrition is mostly determined by the extent to which urban settlements offer their residents with better economic opportunities (e.g., better paying jobs and markets for nutritious food) and services (e.g., healthier living environments). Fifth, given the multilayer causes of child undernutrition, a multi-sectoral approach is needed to address the various determinants of undernutrition to improve maternal nutrition, promote optimal infant and young child feeding practices, enhance household food security, as well as improve healthy living environment and access to quality health care.

Many development programs that aim to alleviate poverty and improve investments in human capital consider womens empowerment a key pathway by which to achieve impact and often target women as their main beneficiaries. Despite this, womens empowerment dimensions are often not rigorously measured and are at times merely assumed. This paper starts by reflecting on the concept and measurement of womens empowerment and then reviews some of the structural interventions that aim to influence underlying gender norms in society and eradicate gender discrimination. It then proceeds to review the evidence of the impact of three types of interventionscash transfer programs, agricultural interventions, and microfinance programson womens empowerment, nutrition, or both. Qualitative evidence on conditional cash transfer (CCT) programs generally points to positive impacts on womens empowerment, although quantitative research findings are more heterogenous. CCT programs produce mixed results on long-term nutritional status, and very limited evidence exists of their impacts on micronutrient status. The little evidence available on unconditional cash transters (UCT) indicates mixed impacts on womens empowerment and positive impacts on nutrition; however, recent reviews comparing CCT and UCT programs have found little difference in terms of their effects on stunting and they have found that conditionality is less important than other factors, such as access to healthcare and child age and sex. Evidence of cash transfer program impacts depending on the gender of the transfer recipient or on the conditionality is also mixed, although CCTs with non-health conditionalities seem to have negative impacts on nutritional status. The impacts of programs based on the gender of the transfer recipient show mixed results, but almost no experimental evidence exists of testing gender-differentiated impacts of a single program. Agricultural interventionsspecifically home gardening and dairy projectsshow mixed impacts on womens empowerment measures such as time, workload, and control over income; but they demonstrate very little impact on nutrition. Implementation modalities are shown to determine differential impacts in terms of empowerment and nutrition outcomes. With regard to the impact of microfinance on womens empowerment, evidence is also mixed, although more recent reviews do not find any impact on womens empowerment. The impact of microfinance on nutritional status is mixed, with no evidence of impact on micronutrient status. Across all three types of programs (cash transfer programs, agricultural interventions, and microfinance programs), very little evidence exists on pathways of impact, and evidence is often biased toward a particular region. The paper ends with a discussion of the findings and remaining evidence gaps and an outline of recommendations for research.
