This report explores the drivers (both direct and indirect) of deforestation and forest degradation and discusses the political, economic and social opportunities and constraints that will influence the design and implementation of REDD+ in Laos. The government of Laos has long sought to curb deforestation and forest degradation, and the country is receiving considerable international attention and support to implement REDD+. However, agricultural expansion, the development of industrial tree plantations, and large hydropower, mining and infrastructure projects continue to result in deforestation, with shifting cultivation and selective logging (legal and illegal) largely blamed for forest degradation. At the same time, indirect drivers of deforestation and forest degradation are rooted in a national agenda of economic growth, characterized by incentives for foreign and domestic investment in forest management and timber harvesting. As a result, Laos is becoming an important resource frontier for transnational capital and large-scale land and natural resource investments. The consequent intensification of competition for resources poses a challenge not only for forest governance, but also for the development of REDD+ policies and initiatives. In an examination of the institutions and policies defining Laos’ forestry sector and REDD+, the report reflects on lessons to be learned from past forestry and economic development policies. The government of Laos has demonstrated strong political interest in REDD+, but REDD+ implementation faces major obstacles, particularly unclear carbon rights and weak governance, with the latter attributable to poor local capacity, weak coordination among stakeholders, and minimal involvement by local communities and civil society. The report makes several recommendations for achieving effective, efficient and equitable outcomes of REDD+ in Laos: capacity building of administrative and technical staff, especially at the subnational level; clarification and harmonization of land-use planning and land allocation processes; and stronger monitoring and law enforcement in areas under high threat of deforestation and forest degradation. Furthermore, an accountable and transparent mechanism for sharing the benefits of REDD+ across levels and fully accountable consultation processes must be implemented, with the participation of not only elite and powerful actors such as domestic and foreign businesses but also local groups and civil society.

Turpin chronicles the story of how the bicycle’s image changed dramatically, shedding light on how American consumer patterns are shaped over time. Turpin identifies the creation and development of childhood consumerism as a key factor in the bicycle’s evolution. In an attempt to resurrect dwindling sales, sports marketers reimagined the bicycle as a child’s toy. By the 1950s, it had been firmly established as a symbol of boyhood adolescence, further accelerating the declining number of adult consumers. Tracing the ways in which cycling suffered such a loss in popularity among adults is fundamental to understanding why the United States would be considered a “car” culture from the 1950s to today. As a lens for viewing American history, the story of the bicycle deepens our understanding of our national culture and the forces that influence it.

There are accident blackspots all over the roads that we use and go past every day but the people that have died there or been injured are not marked, unless by homemade shrines and personal memorialization. Nowhere on the planet is this practice as densely actioned as in the United States. Road Scars is a highly visual scholarly monograph about how roadside car crash shrines place the collective trauma of living in a car culture in the everyday landscapes of automobility. Roadside shrines—or road trauma shrines—are vernacular memorial assemblages built by private individuals at sites where family and friends have died in automobile accidents, either while driving cars or motorcycles or being hit by cars as pedestrians, bicyclists, or motorcyclists. Prevalent for decades in Latin America and in the American Southwest, roadside car crash shrines are now present throughout the U.S. and around the world. Some are simply small white crosses, almost silent markers of places of traumatic death. Others are elaborate collections of objects, texts, and materials from all over the map culturally and physically, all significantly brought together not in the home or in a cemetery but on the roadside, in drivable public space—a space where private individuals perform private identities alongside each other in public, and where these private mobilities sometimes collide with one another in traumatic ways that are negotiated in roadside shrines. This book touches on something many of us have seen, but few have explored intellectually.

The freedom of the open road, the muscle car's horsepower, the technical know-how for tinkering: all of these experiences have largely been understood from the perspective of the male driver. Women, in contrast, were relegated to the passenger seat and have been the target of stereotypes that portray them as uninterested in automobiles and, more perniciously, as poor drivers. With chapters on early driver's education and licensing programs, and on buying, driving, and caring for cars, she describes a rich cast of characters, from Mary Landon, the first woman ever to drive in 1899, to Dorothy Levitt, author of the first automotive handbook for women in 1909, to Margie Seals, who opened her garage, "My Favorite Mechanic . . . Is a Woman," in 1992. Although women drove and had responsibility for their family's car maintenance, twentieth-century popular culture was replete with humorous comments and judgmental critiques that effectively denied women pride in their driving abilities and car-related expertise. Parkin contends that, despite women's long history with cars, these stereotypes persist.
